Joanna Bussell works within the Local Government Services team as part of the corporate department at Lawrence Graham. She specialises in advising local authorities on public/private partnership arrangements and has particular expertise advising on the transfer of services to non-profit distributing organisations.

Joanna has successfully established partnership models for a wide range of services, including: leisure, arts, community facilities, museums, tourism, town centre management, regeneration, and countryside. She is one of the leading advisers on town centre management companies and has assisted in the establishment of such companies for Ealing, Watford, Bedford and Angel. She also currently advises a number of local authorities on BID projects including Camden and Hammersmith.

Joanna is the author of various publications: Culture in Trust, Public/Private Partnerships, and A-Z Guide of Best Value Vehicles. She is also a contributor to A guide to Town Centre Management Companies (produced by Association of Town Centre Managers) and has produced the A-Z Guide to BIDS published on the ATCM Bid website. Joanna is a regular speaker at seminars and briefing sessions and is currently running a series of workshops to support newly created NPDOs.
